Two Wins in Washington

May 21, 2026

Yesterday was a remarkable day for two pieces of legislation born from heartbreak - and a remarkable day for the  families who turned that heartbreak into action. The U.S. Senate unanimously passed Trey’s Law, and the U.S. House sent Lulu’s Law to President Trump’s desk for his signature. Both bills carry the fingerprints of our own Senator Katie Britt, and both deserve a moment of recognition.

Trey’s Law Clears the Senate

Trey’s Law voids non-disclosure agreements that silence survivors of child sexual abuse. It is named in memory of Trey Carlock, a young man who was bound by an NDA after being abused at a summer camp - a contract that protected his abuser long after Trey was gone. Senator Britt, alongside Senator Ted Cruz and Senator Kirsten Gillibrand, led the bill to unanimous Senate passage on Wednesday. It now heads to the U.S. House.

Alabama already led the way on this issue. I was proud to be part of passing Trey’s Law at the state level earlier this session, and to see it gain unanimous momentum in Washington is exactly the kind of progress survivors and their families deserve. NDAs should never be a tool used to shield predators from accountability or to help survivors in their recovery.

Lulu’s Law Heads to the President

Lulu’s Law passed the U.S. House on Wednesday and is now on its way to President Trump’s desk. The bill allows state and local authorities to send Wireless Emergency Alerts when a shark attack has occurred or when dangerous shoreline conditions are present - the same kind of alerts we already use for severe weather and Amber Alerts.

This one hits very close to home. Lulu’s Law is named for Lulu Gribbin, a brave young woman from right here in Mountain Brook who survived a shark attack on the Gulf Coast in June of 2024. Lulu and her family took an unimaginable experience and turned it into a national policy win. That takes courage, and it takes love. District 46 is rightly proud of her.

What’s Next

Trey’s Law now moves to the House, where I am hopeful it will see the same unanimous support it earned in the Senate. We will also be watching for the President’s signature on Lulu’s Law in the days ahead. To Senator Britt, the Carlock family, and the Gribbin family — thank you. Alabama families just made a difference for families across this country, and that is something worth celebrating.
